Shanghai - Dangerous Goods Restriction during EXPO 2010

According to the relevant requirements of Shanghai Municipal Government on strengthening the security measures during the World Expo 2010, and in order to ensure the operational safety of the port of dangerous goods, we would like to draw your attention to the following notices:

1. From 15 April 2010 to 15 November 2010, during the World Expo period the security level is 1 or 2. It is prohibited to conduct port operations for various types of dangerous goods in outer ports in the upstream region (Yangpu Bridge to the Minhang Power Plant) of Huangpu River.

2. From 30 April 2010 to 31 October 2010, it is prohibited to conduct port operations for dangerous goods of explosives (IMO class 1 and 1.X), organic peroxides (IMO class 5.2), virulent cargo (IMO class 6 and 6.X), radioactive materials (IMO class 7 and 7.X), as well as hydrogen peroxide (IMO class 5.1, UNNO 2014/2015), acetone (IMO 3, UNNO 1090/1091), sulphuric acid (IMO 8, UNNO 1830/2796), nitric acid (IMO 8, UNNO 2031/2032) and muriatic acid (IMO 8, UNNO1789) in all Shanghai ports and terminals except Shanghai Yangshan port.

If there are any special needs of port operations involving international key projects, production and construction of large-scale enterprises, and people's livelihood, it must be reported to Shanghai Municipal Transport and Port Authority for approval.

Please note that where it is essential for port operations in the Waigaoqiao port for export of fireworks, the principle of “one ship, one approval” must be adhered to.

3. From 20 March 2010 to 31 October 2010, Shanghai Municipal Transport and Port Authority will suspend the handling of accreditation application for port operations of dangerous goods.

4. From 30 April 2010 to 31 October 2010, the port operations of dangerous goods will implement weekly reporting system. The port operation units shall truthfully fill out the "Port Operations of Dangerous Goods Report Form" as per the relevant circumstances of dangerous goods every week, and report it to the port administration departments of their areas. When the security level of the World Expo is raised to 1 or 2, the port operations of dangerous goods will implement a daily reporting system. The port operation units shall truthfully fill out the "Port Operations of Dangerous Goods Report Form" as per the relevant circumstances of dangerous goods every day, and report it to the port administration departments of their areas. 5. All port operations units are required to fully understand the importance of safe operations of dangerous goods during the World Expo, and to further improve the safety management system, clearly define job responsibilities, and ensure the safety measures are effectively implemented.

The port administration departments at all levels should strengthen site supervision of port operations of flammable and explosive dangerous goods, severely crack down wrong behaviours in port operations of dangerous goods such as dangerous goods not reported, omitted, falsely reported, partly reported, and hiding (carrying secretly) dangerous goods in the general cargo, so as to ensure the safety of port operations of dangerous goods.
